Rise Together Innovation Institute is a capstone of a larger, Franklin County-funded strategic plan to help 400,000-plus County residents find paths toward economic stability. The Rise Together Innovation Institute is affiliated with the United Way of Columbus as a partner.

Department Overview:

The Policy & Data Department will research and analyze the elements of structural racism impacting our County. Department staff will provide data on successful techniques to promote equity and address poverty in the community. As one of the core functions of RISE, this Department will collaborate with internal leaders and external partners, policymakers, and community leaders to analyze and synthesize data and research to propose to the marketplace pragmatic, action-oriented recommendations for alleviating poverty. This Department will offer technical assistance, research, and training, to raise public awareness, primarily in the following content areas: workforce development, transportation, housing, social determinants of health, youth engagement, education, and jobs.

Job Summary

The Director of Policy & Data leads the development, execution, and evaluation of RISE’s policy and research work through analysis and advocacy and works closely with the CEO and board members in numerous strategic community collaborations. This Director will also influence RISE’s organizational focus and budget outcomes to impact Franklin County’s vulnerable citizens positively. The position also works with other internal staff to serve as a liaison and overseer of the work of external partners, specifically on research and policy processes to document if and how targeted local, state, and national advocacy outcomes are effectively achieved (educational institutions, lobbying firms, consultants, etc.). The Director of Policy and Research collaborates and coordinates across the Department and the broader organization to ensure policy and advocacy priorities align with RISE’s strategic priorities and the community’s needs.

Essential Functions and Key Responsibilities:

· Collaborate with the other Directors and Senior Director to influence and partner with senior leaders to define a city, state, and national policy strategy aligned with RISE’s strategic plan to collaborate with others to reduce poverty in the community.

· Build and lead high-impact policy processes by defining objectives in collaboration with the CEO.

· Develop internal capacity to conduct independent research and policy analysis.

· Remain informed and responsive in strategy and communication to policy developments that impact the community and present opportunities for RISE to take a leadership position.

· Measure the effectiveness of policy work and initiatives for RISE; define and lead changes to meet objectives.

· Effectively collaborate with the Strategic Initiatives and Community Advocacy and Partnerships Departments to enable and facilitate RISE’s positioning across its core focus areas and increase stakeholder engagement.

· Serve as an ambassador of RISE’s mission, policy, and advocacy priorities; develop and maintain relationships across constituents (Organization, Board of Directors, staff, legislative bodies, etc.). Other duties as assigned by the CEO

Job Qualifications:

· Graduate degree in policy, public administration, law, social work, divinity, or a related field.

· At least 5 years of relevant experience in the nonprofit or public sector

· Experience successfully building and managing a high-performing team

· In-depth understanding of the city, state, and federal legislative and budget

processes

· Robust and proactive project management skills with solid experience managing and coordinating research projects, policy analysis, and high-impact advocacy campaigns

· Deep commitment to social justice, policy advocacy, and research, with an understanding of the needs of the communities and a track record of high-level impact on policy issues in the County on equity concerns.

· Skilled relationship manager to secure partnerships with internal and external stakeholders in undertaking common goals to build policy and research campaigns and coalitions to impact advocacy at the local, state, and national levels.

· A strategic, diplomatic, self-aware, and authentic leader able to influence at the functional and organizational levels.

· Entrepreneurial, flexible, creative, energetic, hard-working, and unafraid of challenges.

Supervisory Responsibilities:

This position manages staff tasks within the Department that specifically align with policy and research objectives and outcomes. In conjunction with the Director of Data & Technology, they are responsible for coaching, team building, and performance management.

While performing the duties of this job, the employee frequently is required to stand; walk; use hands to handle or feel; and reach with hands and arms. The employee must occasionally lift or move office products and supplies, up to 20 pounds.

Expected Work Hours:

This role is a full-time position, Monday through Friday, 40 hours per week. Flexible daily hours may be available year-round. This is a hybrid role with days in the office to be discussed upon hire. The CEO must approve the work schedule and any flextime hours.

Travel:

Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

Benefits Offerings:

· 20 “Paid Time Off” days. PTO days may be used for vacation, sick, or personal time away from work.

· Two (2) weeks of PTO balance can be carried over to the following calendar year. Employee shall not be entitled to receive the cash value of any PTO at the end of the year. Rise and Employee agree to abide by the terms set forth in the Rise PTO Policy.

· 10 paid holidays annually.

· Flexible daily hours may be available year-round. Daily work schedule and any flextime hours must be approved by your manager.

· Summer hours are offered from Memorial Day through Labor Day. This consists of working longer hours per day Monday through Thursday and a half day on Friday. Tuition reimbursement (subject to availability of funds)

· Medical and dental insurance (employee pays 20% of premium)

· Vision insurance (employee pays 100% of premium)

· Short-term disability insurance (employee pays 50% of premium)

· Medical & dependent care flexible spending account

· Long-term disability and term life insurance (employer pays 100% of premium)

· 401K plan with up to a 3% match and a 3% safe harbor contribution for eligible/participating employees after 1 year of service
