Key Position Functions

The Human Resource Manager will manage the daily functions of the Human Resource (HR) operations including the employment process, payroll administration, benefits administration, compensation administration, and all PTO related requests. This position will support and enforce company HR policies and practices, and manage onboarding, time, and attendance with department managers. The position will be responsible for internal and external employee management system data entry and integrity. 

Responsibilities include, but are not limited to: 

  • Recruits, conducts phone screening interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with department managers to understand skills and competencies required for openings.
  • Manages background checks, drug screenings and employee eligibility verifications.
  • Implements and supports new hire orientation, onboarding, and employee training.
  • Develops, updates, and manages job descriptions and job postings across various sites.
  • Develops and manages employee recognition and appreciation programs.
  • Represents CIS of Ohio in the community and at job recruiting events.
  • Reviews, tracks, and documents professional development and training, compliance with mandatory and non-mandatory training, continuing education, and work assessments.
  • Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Assists in developing, implementing, and maintaining policies and procedures and the Employee Handbook.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate management staff.
  • Helps to coach and educate managers with appropriate guidelines on maintaining a legally compliant workplace while helping create a workplace that is progressive, competitive, and enjoyable.
  • Makes recommendations to the management team for corrective action and continuous improvement. Attends and participates in employee disciplinary meetings, terminations, and investigations as appropriate.
  • Conducts employee exit interviews and reviews for areas of growth and opportunity for the overall organization.
  • Researches and maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Oversees payroll processing; ensures managers approve timesheets in timely manner; collaborates with payroll provider to ensure pay data is completed and uploaded properly.
  • Maintains and coordinates the HR record storage and retention process across the organization for employment records, including personal identification, training, grievances, performance evaluations and classification.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; consistently researches best practices and attends HR trainings.
  • Perform other duties as assigned. 

Education and Experience: 

  • Bachelor’s Degree in human resources, business administration, organizational behavior or related field, or equivalent combination of education and experience required.
  • A minimum of 3 years of Human Resources experience; nonprofit experience a plus.
  • Strong PC skills and MS Office skills.
  • Familiarity with payroll systems.
  • Highest level of confidentiality and professionalism.

  • Ability to effectively prioritize, organize, meet deadlines and deliverables.
  • Very high attention to detail.
  • Ability to effectively communicate payroll and benefit information to others.

  • Personal computer knowledge including experience with MS Office software including Word, Excel and Outlook required.
  • Flexible and able to respond quickly to changes.
  • Capability to work well in a fast-paced environment and manage multiple projects effectively.
  • Highly professional, strong work ethic, self-direction, and integrity.
  • Ability to work well with people at all levels of the organization. 

Other Requirements:

 ·       Must pass a criminal background check and pre-employment drug screen. 

Job Responsibilities
